Allow U.S. Foreign Assistance Funds to Provide Safe Abortions
Tell President Obama to correct the Helms Amendment!
The Helms Amendment to the U.S. Foreign Assistance Act prohibits the use of U.S. foreign assistance funds for the performance of abortion as a method of family planning. The Hyde Amendment, approved by Congress in 1976, is the U.S. domestic counterpart to the Helms Amendment.
Under the Hyde Amendment, Medicaid does not cover abortions, except in cases of rape, incest and danger to the life of the woman. However, the Helms Amendment does not make any exceptions. Women who are raped in conflict are forced to turn to unsafe abortions and many women die as a result of these procedures. Even in countries where abortion is legal, providing information and counseling on abortion is restricted in U.S.-funded facilities.
The solution to this problem begins in a relatively straightforward manner. President Obama must issue an executive order clarifying that the Helms Amendment will make exceptions for abortion in cases of rape, incest and life-threatening pregnancies. President Obama has been a strong advocate for women’s rights in the past, so it is essential that we call on him to take this step to protect women and girls all over the world.
